On January 22, 2026, Changshun tax authorities reported the county's first agricultural procurement e-invoice issued through payment-to-invoice services. The model links tax and payment systems so that when grain buyers pay farmers or cooperatives, transaction data is checked automatically and an e-invoice is generated, aligning funds, business operations, and invoices in one flow. Local tax officials supported both the pilot enterprise and upstream suppliers, extending the policy from a single pilot to a full supply-chain enablement effort.
