Hezhou's tax bureau has aimed its services at local AI and other emerging industries. Yuhao Technology, based in the Pingui district big-data and cloud computing park, is building the Guiqi Cloud platform and holds more than 20 software copyrights and an AI algorithm patent; it received 1.41 million yuan in tax and fee reductions across 2024 and 2025, plus about 1.738 million yuan from R&D super-deductions and similar benefits since 2023. The bureau formed policy outreach teams to coach electronics, biomedicine and AI companies one on one, running 2,255 special sessions under the Spring Rain for Seedlings programme in 2025 and making 104 targeted policy pushes comprising 9,237 messages. A Qing Shui Pioneer service team visits growing firms to build one-firm-one-policy growth ledgers. Tax big data also serves as a smart eye: data profiling monitors risks in real time and issues early warnings, while a dedicated tax data model for emerging industries analyses production and R&D trends to inform local government decisions.
