Manufacturing Upgrade Through Tax Data: Smart Pre-filling and a Tax Digital Human Go Live

Invoice data released by the State Taxation Administration show China's manufacturing sales grew 1.7 percentage points faster than overall national sales in 2025, accounting for 29.7% of the total. As the AI-plus-manufacturing initiative advanced, manufacturers' spending on automation and digital equipment rose 11.3% and 10% year on year, smart equipment manufacturing revenue climbed 28.1%, and purchases of digital technology grew 10.4%. Tax authorities are upgrading their own systems in parallel: Inner Mongolia launched smart pre-filling for environmental protection tax on the new e-tax bureau, Nanjing built a collaboration platform that monitors park emissions in real time, and Tianjin's big-data platform added a tax digital human module that consolidates scattered tax-related data for real-time monitoring by town, industry and registration type.

Invoice data published by the State Taxation Administration show manufacturing sales in 2025 grew 1.7 percentage points faster than overall national sales and made up 29.7% of the total. As the AI-plus-manufacturing initiative advanced, manufacturers' spending on automation and digital equipment rose 11.3% and 10% year on year, smart equipment manufacturing revenue was up 28.1% and industrial robot manufacturing up 17.4%; purchases of digital technology by manufacturers grew 10.4%. Local tax authorities are pushing their own digitalisation: Inner Mongolia connected data with the ecology and environment department and launched smart pre-filling for environmental protection tax on the new e-tax bureau, where the system matches the accounting method and computes the tax so taxpayers only need to check and submit; Nanjing built an environmental tax collaboration platform that monitors park emissions volumes and concentrations in real time and also offers smart pre-filling; and Tianjin's big-data platform includes a tax digital human module that extracts and consolidates tax-related data scattered across systems for real-time monitoring of enterprises by town, industry and registration type.
