Panjin's smart gas station monitoring platform went live last December and keeps an around-the-clock AI watch on fuel retailers. It combines IoT readings from dispensers, licence plates recognised by AI cameras, geofencing and vehicle tracks, e-waybills, unloading records and depot outflow into a six-way comparison, so whether a truck actually arrived, unloaded fuel and where the fuel came from can be verified in minutes. The model keeps learning: trained on billions of historical records, closed cases and normal-operation samples, it flags high-risk patterns such as large late-night invoicing for non-commercial vehicles or fuel frequency and product type that do not match the invoice recipient's business logic. At the tank farm, the platform monitors the gap between the gauge's theoretical outflow and the dispensers' actual sales 24/7 and raises alarms when the difference is large. Four checkpoints guard invoicing, from plate capture to verifying ownership against vehicle administration, vehicle and vessel tax and individual income tax or social insurance data, plus intelligent scanning for abnormal invoicing. Since launch, dozens of stations that inflated input credits or fabricated transactions have been flagged and investigated.

AI Safeguards Gas Station Tax Compliance: Panjin Launches Smart Monitoring Platform
Panjin tax authorities in Liaoning launched a smart gas station monitoring platform that cross-checks six data sources, including IoT readings from fuel dispensers, AI-recognised licence plates, geofencing and vehicle tracks, e-waybills, unloading records and depot outflow, to verify within minutes whether a truck arrived, unloaded fuel and where the fuel came from. An AI model trained on billions of historical records, closed cases and normal-business samples flags high-risk behaviour such as large late-night invoicing for non-commercial vehicles or fuel frequency inconsistent with the invoice recipient, while tank gauge readings are compared with actual sales around the clock. Since going live in December 2025 the platform has triggered dozens of investigations into inflated input credits and fabricated transactions.
