At the Chaoyang District Tax Service Hall in Changchun, dedicated zones for simple transactions, complex cases, and professional tax agencies are arranged in an orderly manner, with taxpayers efficiently directed to the appropriate service windows. The front desk area has been reduced from over 900 square meters with 31 windows to just 300 square meters with 10 windows, yet resource allocation has become more rational and operational efficiency has improved. All tax service halls feature guidance zones, self-service areas, fast-track zones, complex-case assistance zones, and dispute mediation rooms with tidal window mechanisms. Changchun has introduced scenario-based services for professional tax agencies with VIP one-on-one processing. The city has built a progressive service model with full online processing as the foundation, interactive taxpayer services as support, self-service as extension, and in-person assistance as supplement. Over 96% of taxpayer transactions can be completed online, with cross-province matters handled through remote video consultations. The tax department uses data analysis to identify taxpayer needs and provides intelligent reminders to over 200,000 taxpayers through manual and automated outreach, sending over 120,000 policy and risk reminders while establishing data-sharing mechanisms for one-stop online business registration.
