The Hangzhou tax authority says it is steadily rolling out AI in smart tax services. To address the cumbersome process for individuals applying to issue invoices on their own behalf, it launched an intelligent form assistant that parses contract text and matches commodity codes automatically, turning a long manual form into a short upload, review, and confirmation flow. At the same time, Hangzhou has built a tax consultation agent and a knowledge base around the 12366 service hotline, forming a connected service chain across consultation, prefilling, and approval. In digital invoice quota approval, the workflow now starts with risk-based machine screening, adds system-assisted judgment, and keeps human review as the final safeguard, improving both speed and accuracy. The case shows tax informatization moving from isolated online functions toward end-to-end coordinated service powered by intelligent agents.
