Putuo tax authorities launched a digital human IP to expand intelligent consultation and risk alerts

At the thirty-fifth national tax publicity month event, Shanghai Putuo tax officials introduced a digital human IP called Shui Xiaoxing. According to the bureau, the character will support intelligent consultation, policy explanation, and risk reminders through a mix of digital interaction and human tax officer participation. Although the event was promotional, it shows that tax authorities are starting to move AI capabilities into public-facing service interfaces, extending tax digitalization from internal process optimization to user engagement and service presentation.
