Guangdong: Reshaping Tax and Fee Service Experience Through Efficient One-Stop Processing

Guangdong tax authorities have rolled out a comprehensive suite of smart tax service reforms. Previously, taxpayers had to visit multiple windows and fill out stacks of paper forms; now, one window handles everything, data flows automatically, and mobile processing is available — including cross-border services. They've broken down data silos across healthcare, social security, and natural resources departments, eliminating the need for multiple visits. Over 70,000 Macau residents are insured through Zhuhai, and they can now handle Guangdong-Macau social security matters online via the electronic tax bureau, with Macau-side processing time reduced by over 80%. A company in Shanwei reported that employee medical insurance refunds that previously took 60 working days across two departments now complete in 2 days. Guangdong has also applied AI to tax filing: the system auto-verifies data for errors. In the pilot, over 390,000 taxpayers benefited, with over 63% able to catch and correct filing issues, achieving 88% accuracy.
