Heshan City: "Invoice on Transaction" Digital Tax System Boosts Local Industries

Since 2026, the Heshan Tax Bureau in Guangxi has rolled out its "invoice upon transaction" digital tax system across filling stations and wood-processing firms, reaching 100% system coverage in both sectors. Gas stations completed technical integration and go-live, while all wood-processing enterprises installed the system and enabled payment functions. To help small businesses with weak digital foundations, tax officials provided on-site, step-by-step coaching on smart invoicing, data retention and online tax handling. With the system in place, local companies have set up standardised digital purchase and sales ledgers and dropped non-compliant intermediary transactions, curbing tax irregularities in these industries. Next, the bureau will use tax big data to pinpoint industry tax risks.

This year the Heshan Tax Bureau in Guangxi brought its "invoice upon transaction" digital tax system to filling stations and wood-processing firms, reaching 100% coverage in both. Gas stations completed technical integration, equipment debugging and go-live, while all wood-processing enterprises installed the system and activated payment functions so invoicing no longer requires waiting. Because small businesses have weaker digital foundations and worry about upgrade costs, tax officials worked on site, coaching them step by step on smart invoicing, data retention and online tax handling, and ran regular policy briefings to show the benefits. Wood processing has long involved intermediary deals and off-book purchases; as the system spread, local companies gradually built standardised digital purchase-and-sales ledgers and abandoned non-compliant intermediary transactions. Next, the bureau will use tax big data to pinpoint industry-level tax risks and widen system coverage further.
