China Tax News reported that the Binjiang District tax bureau in Hangzhou built the 'Smart Tax Chain' set of digital scenarios to address front-line administration bottlenecks caused by heavy workloads and limited staffing. The tool links automated tax-grid assignment for new businesses, automatic completion for zero-filing abnormal-status cases, smart assistance for general deregistration reviews, and intelligent filing correction. Public information shows that thirty usable scenarios are already live, the bureau's 'digital employee' can assign more than 12,000 new businesses in seconds, and average review time for general deregistration has fallen from over an hour to under ten minutes, with efficiency up by more than 80 percent. The case shows tax informatization moving from single-point automation to a cross-process operating system for front-line administration.
