China Tax News reported that the Lianyungang tax bureau built a three-part governance mechanism for cultivated-land occupation tax policy using the 'Tax Vision' information platform, combining joint departmental review, data empowerment, and precise verification. Public information shows that the bureau integrated land-approval maps from natural-resources planners and permanent farmland data from agricultural authorities with tax geospatial systems to create a citywide electronic supervision map. It also introduced one-file-per-project tracking so that every approved parcel is followed through tax administration. During tax calculation, the system automatically matches land attributes, location, and tax-rate standards, then cross-checks approval data, filing data, and field-verification results to issue risk alerts and guide corrections. The case shows tax informatization moving from fragmented manual review to a closed-loop model of map-based sensing, intelligent calculation, and cross-department coordination.
