Tax Authorities Use the Foundation Program to Build Smart Filing and Policy Loops

China Tax News reported that, in the opening year of the tax administration foundation program, tax authorities treated filing management, policy-application management, and tax-data acquisition as key breakthrough areas. Public information shows that the nationwide new electronic tax bureau now supports automatic data extraction, automatic tax calculation, and automatic filing prefills across 86 tax items, allowing 70 percent of taxpayers to complete filing with one-click confirmation or only minor corrections, while average processing time has fallen by 20 percent from the period before the new system launched. In Jiangsu, smart filing review now runs on 209 indicators and pushed nearly 980,000 risk reminders during filing periods, with a correction accuracy rate above 90 percent. The case shows tax informatization moving from single-point electronic filing toward a digital governance loop covering pre-filing guidance, in-process validation, post-filing evaluation, and policy-application management.
