A Liaoning tax bureau case released on August 19 shows local tax authorities moving finance and tax guidance upstream into manufacturers' digital transformation and smart-factory construction. The public report says Fuxin tax authorities broke enterprise projects into modules such as hardware retrofits, embedded software development, and data-platform construction, then explained R&D cost allocation rules item by item and helped create supporting ledgers. In Shenyang, tax authorities provided filing pre-checks and tax-credit support for smart-factory projects and parallel R&D programs, covering input VAT deductions, major-project tax accounting, R&D ledgers, and high-frequency credit indicators. Tax bureaus in places such as Panjin and Anshan also used tax big data for compliance checkups and risk screening. The case shows tax informatization becoming more deeply embedded in enterprises' digital-upgrade process across R&D, accounting, and credit management.
