A public article released by the Tianjin tax authority on August 20 says the bureau has developed a smart tax-source sensing system while advancing its tax administration strengthening program. The system covers six intelligent management scenarios: taxpayer registration, sole proprietors, invoice quota assignment, filing and payment, arrears management, and major projects. According to the article, the platform analyzes tax-source data to generate daily lists of suspected issues and management recommendations that are then pushed to frontline tax administrators. It also integrates full-life-cycle taxpayer and fee-payer data and uses system algorithms for large-scale screening, indicator comparison, and risk profiling, enabling both issue-to-taxpayer and taxpayer-to-issue tracing. The article says that from January through June, the Binhai New Area tax bureau used the major-project scenario to guide 130 project enterprises in contributing 1.47 billion yuan in tax and fee revenue. The case shows tax informatization shifting from passive data storage to data-driven governance that closes the loop across risk sensing, reporting, and frontline action.
