Tianjin Tax Authority Builds an Integrated Chain to Improve Collection Efficiency

Since 2025 the Tianjin tax authority has been building a new tax and fee collection model around the "foundation-strengthening project." Since 2025 the Tianjin Municipal Tax Service, under the State Taxation Administration, has been building a new model for collecting taxes and fees and a new supervision mechanism, working to optimize the collection chain, tighten the risk-control chain, build a co-governance chain and safeguard the innovation chain.

"I used to worry about filling in data wrongly; now the system self-checks and shows exactly where the error is," said Wang Yan, a tax officer at a Tianjin culture company -- an illustration of how the city's tax bureau uses intelligent tax tools to streamline collection. To build a new "households plus matters" management approach that works in both directions, the bureau made its "Tax Digital Human" project the breakthrough point, bringing collection data and algorithms to life as an efficient "data assistant."

Based on digital, intelligent and scenario-based applications, the Tax Digital Human project coordinates six domains -- intelligent consulting, taxpayer services, tax source management, risk control, internal audit and tax inspection -- and consolidates massive scattered tax data, enabling real-time statistics and dynamic display of registration, filing, collection and invoice management. On that basis, the bureau launched an intelligent self-check function covering returns for seven tax categories, verifying data logic in real time and guiding corrections.

To address weak bookkeeping among individual businesses, the Baodi District tax bureau tapped tax big data to build scenario-based monitoring models with more than 50 sub-models covering tax category designation, invoice activity and filings, giving a full-lifecycle view from registration to deregistration. Since deployment the model has standardized tax management for more than 4,000 individual businesses in the district.

The bureau also set up a parallel mechanism linking collection control and risk response: the municipal collection department centrally manages collection anomalies across all tax categories and business lines, de-duplicates them and pushes them to district professional teams, while the tax big data and risk management department guides grassroots teams to handle risk verification at a higher level, improving efficiency and reducing the burden on local tax offices. To overcome the limits of single-category supervision, the corporate income tax division led a "cross-category linked management" project that builds a risk indicator screening system across normal, priority and emergency dimensions and applies one analysis to multiple categories. So far Tianjin has formed 175 cross-category linked projects covering all business lines. Real estate, with many tax types and complex collection steps, remains a risk-control priority; Tianjin rolled out a full-lifecycle intelligent management service for the sector and, using data from planning, natural resources and industry authorities, built a city-district coordinated scenario for cross-district property tax management with a "data plus rules" approach.
