Tax authorities in Anhui upgraded digital invoice services around data, creating a supply system for invoice quotas that is automatically assessed, dynamically adjusted and quickly responsive. Bozhou built a smart quota model based on tax big data that weighs credit, risk and operations, replacing manual judgement with algorithms and allowing good-credit firms to obtain higher limits. A grade-A credit company that won a large order had its monthly quota raised by more than 3 million yuan in one step. A lottery-invoice pilot in Huangshan lifted invoicing by restaurants and hotels, and the local bureau streamlined approval in advance. The province is also promoting the Leqi platform to digitise issuance, delivery and bookkeeping.
