To manage state land transfer revenue properly, the underlying fee-source data has to be verified first. The Tongling Tax Bureau in Anhui wrote its own program, Shui Zhi Di Kong, to check whether land transfer revenue records are compliant. Officers used to pull data from the provincial smart non-tax interconnection platform and compare it line by line with the Ministry of Natural Resources website and the China Land Market portal, a slow manual job that was easy to get wrong. Now data from several sources is loaded together and sorted into 11 categories by bidder name and electronic supervision number; the program cleans, validates and standardises it automatically and produces a one-click consistency report. Plot location, parcel number and land area are gathered in the same place and tied to map imagery and boundary coordinates, so staff can make an initial judgement on screen instead of travelling to every site. Since the start of the year Tongling has compiled information on 82 plots, processed more than 500 verification records and found and resolved four risk points, cutting on-site inspections by over 90%.

Smart Verification Program Eases Collection of State Land Transfer Revenue
Verifying fee-source data is the crux of collecting revenue from state land transfers, a major part of non-tax revenue. The Tongling Tax Bureau in Anhui built a smart verification program named Shui Zhi Di Kong that pulls data from the provincial non-tax interconnection platform and compares it with the Ministry of Natural Resources website and the China Land Market portal. It sorts records into 11 categories by bidder name and electronic supervision number, cleans, validates and standardises them automatically, and exports a one-click consistency report. Plot location, parcel number and land area are collected alongside map imagery and boundary coordinates, giving officers a single screen for data, a single map for plots and one framework for risk alerts. Since the start of the year the bureau has gathered information on 82 plots, processed more than 500 verification records, found and dealt with four risk points, and cut on-site inspections by over 90%.
