Hangzhou tax office tailors compliance support for manufacturers

Hangzhou tax authorities give manufacturers of different sizes different kinds of compliance support. Xizi Clean Energy, which makes clean energy equipment, recently joined both Zhejiang's 2026 future factory pilot list and Hangzhou's 2026 AI factory cultivation list, and connects its SAP data platform with core systems such as CRM, SRM, PLM and MES so operations are visible and controllable and business, bookkeeping and tax data line up. Withholding tax on outbound payments used to be checked by hand and carried risk, but the system now captures business and payment data automatically, and the company filed 123 tax reports this year with no errors. It has held an A-grade tax credit rating for ten consecutive years and also grades suppliers through its procurement system to extend compliance requirements along the supply chain. The Hangzhou tax office uses big data to run health checks across seven dimensions including invoices, filings, collection, refunds and risk, pushing policy and risk alerts in time, and the Shangcheng district office set up a team to speed up responses to company requests. Another specialised SME, Weixing Smart, turned gas meters into connected smart terminals and has claimed over 63.2 million yuan in incentives since 2025.
