The Yingcheng tax bureau in Hubei has built an integrated tax service brand called Smart-e-Enjoy for high-tech and small tech firms, built on tax big data and smart tax infrastructure. Its policy calculator lets a company enter basic information to see which incentives apply, how much it could save, and why a given policy does not apply, while a system automatically spots firms that qualify but have not claimed benefits. A separate research-expense risk tool issues regular tax health reports on cost classification. In the first half of the year, local tech firms received 43.45 million yuan in tax and fee relief, up 33.3 percent year on year.

Companies often complain that they cannot find, understand or use the incentives available, so the bureau added a policy calculator: enter a few basic facts and it shows which incentives apply, roughly how much can be saved, and why some policy does not apply. For firms that qualify but never claim support, the system identifies, calculates and pushes the reminder on its own, so the company hardly has to do anything. Research expense classification is another common trouble spot, so the bureau built a smart risk tool that reads filings, ledgers and invoices together and issues a regular health report flagging misclassified labour, material or depreciation costs.
