Gaochun, a major crab-breeding district in Nanjing, has many aquatic business operators, and tax officials long faced a basic problem: claims in returns could not show how much a farmer really bred or sold, or whether invoices were reasonable. The district's tax bureau started by pooling data, setting up regular sharing with the district agriculture bureau and the local aquatic products trading market to obtain third-party figures on confirmed breeding areas, per-mu output and live market prices. Every major operator now has a profile and more than 20,000 core industry records have been gathered. With that baseline, the bureau set nine risk indicators, such as whether the value on a farmer's agricultural product invoices exceeds what capacity can support, and scans periodically to flag anomalies. Thirty-four operators with irregular invoicing have been identified and corrected, involving over 42 million yuan. Smallholders get guidance at ponds and markets, larger firms get one-file-one-policy service, and leading buyers are encouraged to keep electronic trails of seller identity, rights confirmation and transactions, making the chain traceable and fake invoicing harder.

Gaochun Tax Bureau Builds a Big-Data Risk Model for the Aquatic Industry
The Gaochun district tax bureau in Nanjing has built a data-driven risk model for the local aquatic industry, where breeding capacity is hard to verify, transactions hard to trace and invoice volumes hard to judge. Working with the district agriculture bureau and the local aquatic products trading market, the tax office pools third-party data such as confirmed breeding areas, per-mu output and real-time market prices, gathering more than 20,000 core industry records and filing profiles for major operators. It then set nine risk indicators, including over-amount issuance of agricultural product invoices, and scans regularly for mismatches between invoicing scale and capacity. So far 34 operators were identified and corrected, involving over 42 million yuan of non-compliant tax-exempt invoicing. Electronic trails now cover buyer identity, rights confirmation and transaction data to curb fake invoicing.
