Lianyungang: Smart Sentinel Platform Tightens Farmland Occupation Tax Enforcement

Lianyungang's tax bureau has built a farmland occupation tax administration mechanism on its Tax-at-a-Glance information platform, combining joint review, data enablement and precise verification. The platform merges natural resources land-approval red-line maps and permanent basic farmland data with the tax GIS system to produce a city-wide electronic map of farmland occupation tax sources. It also integrates approval data, farmland distribution, filings and rate standards into an intelligent tax calculation system that matches rates automatically, generates calculation statements and cross-checks declared figures against approval and field-verification results, pushing risk alerts. Local offices use the map to locate suspect plots before verifying them on site.

Farmland occupation tax has long suffered from a familiar problem: land gets used while declarations lag, and disconnected departmental data makes grassroots verification laborious. Lianyungang's tax bureau tackled this with an information platform called Tax-at-a-Glance. It merges land-approval red-line maps from the natural resources department and permanent basic farmland data from the agriculture department with the tax bureau's own geographic information system to draw a city-wide electronic map showing where farmland is, what has been approved and what is actually occupied. The system also integrates approval data, farmland distribution, filings and rate standards, automatically matches the applicable rate, calculates the tax due and generates a statement for taxpayers to check, while cross-checking declared area and amounts against approval and field-verification data to flag mismatches or wrong rates immediately. Officials no longer wait passively: they pinpoint suspect plots on the map first, then navigate to the site for evidence. Data flows into the system as soon as a land approval is issued, sharply reducing missed or unmanaged cases.
