China's tax authorities roll out 16 convenience measures in 13th Spring Breeze Action

The State Taxation Administration issued its 2026 Spring Breeze Action guideline in April, and 16 measures covering smart tax filing and credit repair have now landed. Shenzhen's Nanshan District Tax Bureau launched an AI-large-model assistant inside the e-tax bureau's interaction module, cutting average waiting time to two minutes and lifting the resolution rate to 89 percent. Zhaoqing Tax Bureau built a 24/7 AI-plus-human service chain into the individual income tax app, where automated interactions exceeded 92 percent by early July.

The 16 measures of this year's Spring Breeze Action have mostly been implemented, with the clearest changes in how tax affairs are handled. Shenzhen's Nanshan District Tax Bureau built a scenario-based, question-and-answer intelligent assistant on top of an AI large model inside the e-tax bureau's interaction module, raising the connection rate and cutting average waiting time to two minutes with an 89 percent resolution rate. Zhaoqing Tax Bureau connected interactive tax services to both the web and mobile versions of the individual income tax system, letting the AI robot Yueyue answer routine questions while complex matters such as annual reconciliation and special additional deductions are handed to human agents; by early July automated interactions accounted for over 92 percent. The unified e-tax bureau and its mobile app were also upgraded, expanding pre-filling for individual income tax and optimizing VAT return forms under the new rules.
