On 16 September the tax service area of Qingyuan's civic centre in Guangdong issued the city's first offline over-the-counter digital e-invoice, formally launching the service locally. Under the new Hui Ban platform workflow, staff enter the core transaction details and the system handles data validation, rule matching and tax calculation, issuing the invoice in a single step and cutting processing time by more than 30%. Taxpayers can afterwards check invoice details in their e-tax bureau digital account or the individual income tax app, and verify by QR code or download a PDF. Qingcheng district is one of five pilot areas for offline digital invoicing across Guangdong's tax system.
