Recently, the Shanghai Municipal Tax Service of the State Taxation Administration, relying on government blockchain technology, achieved real-time two-way sharing of sea-area usage fee source information with the Shanghai Ocean Bureau. Previously, the two departments transmitted fee source data mainly through official electronic documents, which took a long time, and in the consistency verification of fee source information, each declaration field had to be filled in manually, which was time-consuming and laborious. To further improve payment convenience, the Shanghai tax authority drew on the mature experience of blockchain data sharing for forest vegetation restoration fees and worked with the Shanghai Ocean Bureau to form a special working team to determine the content and rules of data sharing item by item. After more than three months of effort, the system officially went online at the e-tax bureau in early June. This is Shanghai's first innovative case of applying government blockchain to the collection and management of non-tax revenue items. After the new model was implemented, Shanghai Shidongkou Gas Manufacturing Co., Ltd. became the first enterprise to declare and pay sea-area usage fees online through the e-tax bureau. Ms. Yao, who handles accounts at the company, said that paying sea-area usage fees is now like regular tax payment—it can be handled directly through the e-tax bureau, with the system pre-filling the declaration information in advance, so they only need to check, confirm and file with one click, making the whole process efficient and convenient. Up to now, the Shanghai tax authority has completed the first batch of 12 sea-area usage fee collection transactions, collecting a total of 2.9857 million yuan.
