Hefei Luyang: Data-Driven Tax Governance Sharpens Oversight

The Luyang District tax bureau in Hefei has deployed a tax-source sensing tool that consolidates filing, payment, invoice and business data scattered across systems, letting officials pick indicators and build their own comparison scenarios. By August 2026 the bureau had screened and verified 498 suspicious taxpayer cases and recovered 35.54 million yuan in taxes and late fees. The tool also powered a special check on multiple firms registered at one address, uncovering 2,404 problem cases and suspending invoice supplies for 2,209; monitoring indicators were set for tech-service and lodging businesses, enabling industry profiling and tiered handling. Oversight has shifted from case-by-case checks after the fact to classified, early-warning supervision.

The Luyang District tax bureau in Hefei has adopted a new assistant called the tax-source sensing tool. Enter a taxpayer ID and the firm's filing, invoice and business data appear in one place; pick an industry and risk indicator and a batch of abnormal cases surfaces immediately. Previously officials had to switch between several systems to check one company, which was slow and hid the links between data points. Now the data is pooled and officials build their own comparison scenarios, letting the data speak. By August the bureau had screened and verified 498 suspicious cases and recovered 35.54 million yuan in taxes and late fees. When a department store applied for deregistration, the tool compared filings, payments, invoicing and platform revenue, found over 10 million yuan of inbound invoices against a much smaller reported turnover, and the case was held for further checks so the risk could not slip away with the closure. The tool also drove a special check on multiple firms registered at one address, identifying 2,404 problem cases and suspending invoice supplies for 2,209. Monitoring indicators were set for fast-growing tech-service and lodging businesses, with industry profiling, interviews, verification and coaching. Supervision has moved from case-by-case, after-the-fact checks toward classified management and early warning.
