The tax service hall in Jintan, Changzhou has made three shifts: from service windows to a service hub, from isolated services to intelligent coordination, and from a payment venue to a governance node. The city has built a 15-minute tax service circle with eight main halls, 29 extension points and 35 tax stations; the hall is split into seven zones and 63 high-frequency items are handled in one stop, with average waiting time down to 3.3 minutes. Smart interaction services reached 1.8 million sessions and the online completion rate rose to 95.12%, while self-service and remote terminals let 99% of business be done nearby, with a smart command platform dispatching window staff dynamically.

Staff split the hall into seven zones covering guidance, self-service, quick handling and complex matters; simple items are done on the spot and 63 high-frequency items are settled in one stop, cutting average waiting time to 3.3 minutes. Online, the hall promotes interaction services combining smart answers, human Q&A and remote assistance, with more than 1.8 million smart interactions and an online completion rate of 95.12%, while extension points and tax stations let 99% of business be handled close to home. A smart command platform monitors how service resources are running in real time and dispatches window staff dynamically. Since 2025 every hall in the city has set up a tax dispute mediation room, resolving 2,226 disputes.
