Nanjing keeps improving tax handling for bankrupt enterprises

Nanjing's tax authority and the city's intermediate court issued joint rules on tax claim filing and collection in bankruptcy liquidation, building a legal-tax coordination plus digital-enablement mechanism. AI assistants now auto-generate and cross-check bankruptcy tax claim reports in one district, while another uses AI to scan bankruptcy and judicial auction notices. Tax-type linkage analysis and a tax geographic information system help spot incomplete filings, shifting the work from reactive response to proactive governance.

Nanjing's tax authority has been reworking how it handles tax matters for bankrupt enterprises, teaming up with the city's intermediate people's court on rules for tax claim filing and collection during bankruptcy liquidation and clarifying the division of work between city and district levels. AI is now part of the toolkit: tax staff in the economic development zone use an AI assistant to automatically generate and cross-check bankruptcy tax claim verification reports, while staff in Qixia district use AI to search bankruptcy acceptance notices, asset disposal announcements and judicial auction information so newly bankrupt firms or assets up for auction are verified promptly. In the past, information on bankrupt firms arrived late, claims often missed deadlines, asset disposals were opaque and lost ledgers made verification harder. Beyond AI, the bureau uses tax-type linkage analysis to spot incomplete filings: one company rented out property, had VAT taxable income, yet filed no property tax for the same period, and tax staff visited to help it straighten the books and file. A tax geographic information system is also used to screen for anomalies.
