The sector has long been hampered by fragmented smallholders, poor traceability and missing input invoices. Kunming's tax authority worked with local government and platforms to build a whitelist database and digital identity for growers, aggregate trading-platform data for end-to-end traceability, and launch pay-and-invoice-instantly services through the Legi platform. One leading buyer now reports a 70 percent repeat-purchase rate, more than 20 percentage points above the industry average.

Because growers are small and scattered, input invoices are hard to obtain and downstream buyers lack deduction vouchers, pushing costs up. Kunming's tax authority, local government and platform firms tackled this from both ends: a whitelist database and digital identity for growers so invoicing has a clear basis, and regular aggregation of trading-platform data for full traceability from source to final buyer, solving the long-standing problem of proving self-produced origin for agricultural invoices. Instead of relying on old proxy-invoicing channels that growers avoided, the three levels of tax authorities helped build the Dianpin Hui service platform, which uses the Legi connected-service model to issue invoices at the moment of payment, so sellers bill confidently and buyers receive safely. One leading buyer lifted its repeat-purchase rate to 70 percent, over 20 percentage points above the industry average, and growers are gradually treating compliance documents as a passport to stable partnerships.
