Wuxi's tax bureau recently held a digital transformation training programme for more than 50 young officials from across the city, aiming to make them adept at data-driven tax administration. The curriculum combined frontier topics such as AI and tax governance and reform of the tax system with leadership and management lecture sessions delivered by experienced practitioners using real cases. Three problem-solving workshops used discussion and scenario simulation to have participants propose their own solutions to key difficulties. The programme is part of the bureau's elite youth development plan, run for four consecutive years and training 132 young officials so far, building a well-structured talent pipeline. The bureau has also run its 15-year-old onboarding scheme, tailoring three-year growth plans for each new recruit with ten task items covering theory and practice, mentoring and on-the-job drills. As a result the Wuxi tax system now has four provincial-level professional leaders, 40 provincial-level young talents and 86 business pacesetters at provincial level or above.
