Anhui: Full-Chain Upgrade of Digital Invoice Services, Digital Controls for Tax Compliance

Anhui's tax authorities have rebuilt their digital invoice services around data. Quota approval is now handled by an algorithm that tiers companies by credit rating, arrears and invoice violations, raising base quotas for reliable taxpayers. When Anhui Tonghui Spice won a large order in March and ran short of invoice quota, the system verified its A-level credit and automatically added more than 3 million yuan for the month; a second shortfall in May was settled the same day after officials cross-checked energy and contract data. After Huangshan launched its lottery-invoice pilot and restaurant and hotel invoicing surged, the bureau pre-empted demand by simplifying approvals. For a 10-billion-yuan manufacturer such as Midea's Wuhu plant, invoicing used to mean moving data among three systems by hand; after connecting to the Leqi platform it runs automatically in batches, cutting invoicing effort by nearly 70 percent and saving over 40 work hours of bookkeeping a month. Dangshan merged registration, tax-type verification and quota granting into one service so new businesses can invoice immediately, and the province is rolling out pay-and-invoice and online proxy invoicing for individuals, which already accounts for more than 80 percent of such business in Suixi county.
