To continuously improve the tax business environment and remove obstacles for special groups, the 44th tax office of the Pudong New Area Tax Bureau of Shanghai proactively implemented warm, safety-net services. A taxpayer, Mr. Tang, went to the service hall to handle tax deregistration; the counter staff completed all procedures on the spot and told him he could print the tax clearance certificate himself via the e-tax bureau. After returning home, he found that his personal account had no registered phone number and could not use the online tax platform. As his home is far from the hall and he has reduced mobility, a second visit was very difficult. Responding to his need, the office verified his identity and business records to confirm the deregistration was complete and compliant, then flexibly applied a special-case mechanism, scanning the clearance certificate into an electronic copy for him, eliminating the second trip. The service turned "offline trips" into "cloud-based warm service," achieving one-time handling without a return visit.
