Ruian Tax: Compliance Empowers the Intelligent Manufacturing Wave in the Packaging Machinery Industry

Ruian, one of China's three major bases for printing, packaging and pharmaceutical packaging machinery, is accelerating its shift toward high-end, intelligent and green equipment manufacturing. The Ruian Tax Bureau has combined precise policy guidance with efficient tax services to strengthen the packaging machinery supply chain. Local firm Zhejiang Zhengbo Intelligent Machinery developed a digital high-speed flexible paper-bag production line, breaking the long-standing foreign monopoly on high-end bag-making equipment, with products reaching more than 60 countries. Zhejiang Zhengwei Machinery built the world's first fully unmanned 'lights-out' production line for non-woven bags, entering a new 'AI plus low-carbon' stage. Tax authorities supported compliance and intelligent upgrading through export-rebate green channels, big-data risk screening and targeted R&D deduction guidance.

Ruian, one of the country's three major production bases for printing, packaging and pharmaceutical packaging machinery, is accelerating the transformation of equipment manufacturing toward high-end, intelligent and green development. The Ruian Tax Bureau, based on the industry's characteristics, injects 'tax momentum' into the packaging machinery sector through precise policy guidance and efficient tax services. Zhejiang Zhengbo Intelligent Machinery Co., Ltd. grew from an unknown start-up into the first drafter of the national standard for single-sheet bag-making machines; its flagship ZB1260 digital high-speed flexible paper-bag production line was listed among the country's first-of-its-kind products, filling a domestic gap in high-end intelligent bag-making equipment. With more than 40% of the global market share, it ranks first in China and among the world's top three, serving over 60 countries and regions. The tax department opened a 'green channel' for export rebates, simplifying and shortening the process. For Zhejiang Xiwang Machinery, whose pharmaceutical packaging speed leads the nation at over 1,000 trays per minute, the bureau set up a dedicated service team to provide on-site guidance on R&D expense super-deductions and high-tech enterprise tax benefits. Zhejiang Zhengwei Machinery launched the world's first fully unmanned 'lights-out' production line for non-woven bags, raising daily capacity by over 300%, and under tax guidance improved its internal tax controls, moving into a new 'AI plus low-carbon' stage.
