In recent years tax authorities across China have focused on making smart services more practical. Dalian worked with other departments on a government service mechanism that tags enterprises, breaks supportive policies into indicators and matches the two so policies reach the right firms precisely. Using data sharing, big data analytics and AI, the city built precise enterprise profiles with 83 company-type labels and a data warehouse to support personalised services. Guizhou's tax authority created a rapid-check assistance mechanism built on 38 tax and economic analysis indicators across five categories, profiling firms from multiple angles to sharpen collection and service. Shenzhen's taxpayer academy launched an AI digital human livestream room where virtual instructors Shen Xiaona and Shui Xiaofu take over part of the human teachers' work, running coaching and live Q&A sessions with several popular policy briefings a day, more than tripling efficiency and cutting manpower by roughly 75%. Shanxi introduced a smart tax calculator for hot topics such as property transactions, property rentals and personal income tax, covering residential and non-residential property deals, rentals and personal service remuneration so people no longer struggle to compute what they owe.
