Xincheng County Brings Instant Invoicing to Its Silk-Reeling Industry

The tax bureau of Xincheng County in Laibin, Guangxi, has brought instant invoicing to the local silk-reeling sector. Silk reeling is a long-standing local industry where fresh cocoons are mostly sold by scattered farmers in cash, making cost deduction risky and end-consumer oversight especially hard. Tax officials worked with companies and platform technicians in advance to smooth out the workflow and test each step. On 15 August, Ruilong Silk issued an electronic invoice at the very moment it took delivery of fresh cocoons, with transaction data, fund flows and invoice details matched automatically, easing invoicing pressure and tightening management of agricultural purchase invoices. The first batch covered 38 electronic ordinary invoices, following the completion of rollouts at petrol stations and timber processors. Local tax authorities say the move shifts oversight from finished-goods sales to raw-material purchases, turning after-the-fact invoice control into control at the moment of transaction, and it will be extended further to cut compliance costs for farmers and businesses.
