A Week After the APEC Initiative, Guangzhou Revisits AI Transformation for Small Businesses

Two meetings on AI transformation for small businesses were held in Guangzhou within a week. On Sept 4 the 32nd APEC SME Ministerial Meeting issued the Guangzhou Initiative, pledging to advance digitalization and AI empowerment for SMEs and backing a new Asia-Pacific cooperation center for AI empowerment of SMEs in the city. On Sept 11 the 2026 Kingdee AI Starlight Summit focused on the same question. Industry data show a funnel in AI adoption among small business owners, with only 33 percent sticking with the tools. The same day MYbank launched an inclusive finance AI agent offering credit, invoice and tax-related services to 42 million small business operators, cutting complex financing to 10 minutes from three days.

On Sept 4 the 32nd APEC SME Ministerial Meeting issued the Guangzhou Initiative, which calls for advancing SME digitalization and AI empowerment, and China proposed setting up an Asia-Pacific cooperation center for AI empowerment of SMEs in the city. On Sept 11 the 2026 Kingdee AI Starlight Summit tackled the same question of how small firms should adopt AI. Industry data lay out the difficulty: a mid-year survey by CCID and MYbank found that 97.4 percent of small business operators had heard of AI tools and 53.2 percent had tried them, but only 33 percent kept using them, just 6 percent standardized their processes, and 58.5 percent had given up or stopped renewing because of price. Kingdee's approach is to turn management software into an agent operating system; its Lingji x Kingdee AI Starlight product launched in August bundles six categories of agents covering procurement, sales, inventory and bookkeeping, and AI-native product revenue reached 296 million yuan in the first half, up 189 percent year on year. On the same day MYbank launched its first inclusive-finance agent for small businesses at the Bund Summit, opening credit, invoice and tax-related services to 42 million operators and cutting complex financing from three days to ten minutes. Experts cautioned that risk must be controlled before AI does the work, advising small firms to build enterprise-grade AI compliance agents with tenant isolation and unified permissions to avoid losses from leaked API keys.
