Data plus models makes hidden risks visible in Huaian

The Huaian economic development zone tax office built a risk framework of data pooling, model building and tiered response. It set up routine data sharing with more than ten external agencies, defined a transfer list for outside data, and linked its own collection, legal and source-management units. By late 2025 it had built 66 supervision models across seven industries, including construction VAT anomaly alerts and land-transfer fee linkage analysis, with three-tier red-yellow-blue warnings. Risk response lifted its tax revenue by 11.7 percent in 2025.

Since early 2025 the Huaian economic development zone tax office has tied data and models together in three steps: pool the data, build the models, then respond by risk tier. External data used to arrive slowly and with gaps, so the office reached out to finance, natural resources, land reserve, market regulation and other agencies to set a transfer list and collection standards, while linking its own collection, legal and source-management departments. By the end of last year it had built 66 supervision models across seven industries, such as construction VAT anomaly alerts and land-transfer fee linkage analysis. One model comparing input totals and allowable add-on ratios against filings flagged two exporters that later paid over a million yuan. Risks run through three warning tiers, with blue handled in-house, yellow passed to source-management units and red sent to specialist teams. Risk response lifted the office's tax revenue 11.7 percent last year.
