Ningbo uses a digital model to keep land-transfer revenue compliance on track

Ningbo's tax authority has moved land-transfer revenue checks onto a digital model that packs 39 indicators and 111 validation rules, cutting verification time by about 80 percent. Each project is scored and sorted into four risk tiers with matching handling procedures, while ambiguous cases go to human reviewers. Joint reconciliation with finance and natural-resources departments has surfaced 18 unreported revenue items this year, bringing 828 million yuan into the treasury.

Ningbo's tax bureau has moved fee-source verification for land-transfer revenue onto a digital model. Checking one item used to mean walking through 39 data fields; now it takes seconds, roughly 80 percent faster. Thirty-nine indicators and 111 validation rules sit inside a compliance-monitoring model that compares data, raises alerts on its own and scores each project, routing it into one of four risk tiers. Cases the system cannot judge, such as those needing a cross-check against public land-market disclosures, go to human reviewers, and a risk manual spells out which checks are automated. The bureau also runs a reconciliation mechanism with finance and natural-resources departments, reviewing data online monthly and meeting in person each quarter. This year it found 18 unreported revenue items, adding more than 800 million yuan to the treasury.
