Jinhua Tax Bureau: Compliance Services Help Local Specialty Produce Upgrade Across the Whole Chain

Jinhua's tax bureau is delivering tailored tax services to agricultural processors and new farming business models. In grape-growing areas, an AI-powered smart vineyard model precisely manages 32 new varieties and has brought 80 percent of local households into the supply chain. Tax teams use big data to identify company types and needs, then visit firms with customized start-up guidance covering R&D expense deductions and VAT rules for agricultural products. A township-level data framework and case handbooks give different business formats clear, applicable policy references.

Jinhua's tax authorities are responding to the needs of agricultural processing and new farming formats by providing fine-grained tax services that guide business operators toward compliant, innovative growth.

Policy support for innovation. In Beishankou village, Chisong town, Jindong district, white greenhouses stretch across the fields. The finger citron is one of Jinhua's three treasures, and deep-processed products such as finger citron tea and essential oil are moving from trial to volume production, while picking tours draw visitors. In Hengshan village, an "AI plus smart grape large model" precisely manages the growth of 32 new varieties, ensuring both yield and quality. About 80 percent of households in the village now take part in the chain.

Big data matches services to needs. Tax teams formed service groups for newly established taxpayers, using big data to identify company types and needs and delivering customized start-up guidance on site, covering invoice limit increases, tax filing, R&D expense super-deductions and deemed deduction of VAT on agricultural products. Companies said the timely delivery of preferential policies helped them add automated production lines and place products in major supermarket chains.

Case-based guidance by township. Given the complex situations created by new formats, local tax authorities built a "township tax cloud map, one town one product" framework and five specialized service teams. They coordinate with finance, commerce and township offices, systematically sort typical scenarios such as beverage development and picking-tour operations, and compile case handbooks so operators in different formats can find matching references and clearly understand policy boundaries.
