Jiangsu pilots pay-and-invoice service for property management fees

Jiangsu's provincial tax authority is extending its pay-and-invoice model to property management fees, with pilots in Nanjing and Wuxi. Once an owner pays through WeChat or Alipay, the platform captures the payment details and issues a fully digital invoice within seconds, pushing it to the owner's phone while invoice data flows back to the tax side for traceability. A pilot property firm reports roughly 65 percent less manual invoicing work and 85 percent faster document reconciliation.

Property owners in Jiangsu no longer have to chase their management company for an invoice. The provincial tax authority has extended the pay-and-invoice model to residential property fees, starting in Nanjing and Wuxi. Using the tax administration's Leqi direct-connection platform, data from the tax side, banks and property companies is linked: once an owner pays via WeChat or Alipay, the system captures the amount and timestamp and immediately issues a digital invoice to the owner's phone, so paying and getting the invoice happen in one step. Invoice data also returns to the tax system, making every transaction traceable and shrinking room for fake or missing invoices. Nanjing Yincheng Property said manual invoicing work fell by more than 60 percent after launch, while document reconciliation and voucher generation became 85 percent faster. Convenience stores and petrol stations had already adopted the approach, and Jiangsu plans to extend it to more everyday scenarios.
