Zhejiang's tax bureau has built its own intelligent review assistant for land value-added tax settlement and is piloting it province-wide. Auditors used to move boxes of documents and spend days on a first pass; now files are uploaded digitally and OCR plus large models get through a preliminary review in minutes. The product has seven modules - document upload, anomaly analysis, anomaly response, report generation, archive centre and others - with 49 risk indicators and four report templates, linking intake, review, monitoring and reporting into one chain. Reviewers can also codify their own experience as rules, so the tool sharpens with use. OCR accuracy is 90 percent, indicator coverage 80 percent, and first-pass review has dropped from two to ten days to minutes, with report writing time cut as well.
