Compliance as the passport of Guangdong's smart manufacturing

A media tour organised by the Guangdong tax authority visited Huangpu district in Guangzhou to see how tax services support smart manufacturers' compliance and exports. GSK (Guangzhou CNC) has funded independent R&D through the extra R&D expense deduction, supplying 1.9 million machine tools with its CNC systems and more than 10,000 industrial robots, while holding an A-level tax credit rating for five consecutive years. As a class-one exporter it enjoys immediate refund review, with refunds for such firms now processed within three working days. Ruisong Intelligent's welding robots are sold overseas; when customs declarations and bills of lading diverged, local tax officials clarified the rules and the company embedded document checks into its routine. Guangdong excluding Shenzhen collected 1.0467 trillion yuan of domestic tax revenue in the first three quarters, up 4.1% year on year.

In a workshop in Huangpu, Guangzhou, five-axis machining centres are cutting complex parts while an ultra-precision robot is being calibrated in the lab. During a media tour organised by the Guangdong tax authority, reporters watched how tax officials help smart manufacturers keep their compliance in order. Guangzhou CNC has sustained independent R&D with the extra deduction for research spending: its CNC systems now equip 1.9 million machine tools and more than 10,000 of its industrial robots are in use, and the company has held an A-level tax credit rating for five years running. As a class-one exporter its refunds are reviewed on receipt, and Guangzhou tax authorities have cut processing for such firms to within three working days this year. Ruisong Intelligent, which makes robotic welding systems for export to Southeast Asia and the Middle East, once faced mismatched customs declarations and bills of lading; Huangpu tax officials explained the rules on the spot and the company folded document checks into its routine, handling nearly 2.6 million yuan of export refunds and exemptions in the first nine months. The Yunpu tax office in Huangpu also runs a grid-officer plus industrial-park model, with one policy package per park and one service plan per firm. Domestic tax revenue in Guangdong excluding Shenzhen reached 1.0467 trillion yuan in the first three quarters, up 4.1% year on year.
