Twelve Coordinated Measures Upgrade Shanghai-Zhejiang Cross-Region Tax Services

Tax bureaus in Shanghai's Jinshan district, Pinghu in Zhejiang and a Shanghai audit bureau launched version 3.0 of a Yangtze River Delta tax-service integration program. Built on three pillars — integrated taxpayer services, coordinated collection and management, and standardized data exchange — it introduces 12 measures including joint cross-region compliance filing guidance, coordinated handling of arrears, and shared cross-region tax risk models, supported by dedicated service stations.

The Jinshan District Tax Bureau of Shanghai, together with the third inspection bureau of the Shanghai tax administration and the Pinghu City Tax Bureau, held a Yangtze River Delta joint tax publicity event at the Pinghu Innovation Park in Zhejiang. More than 40 key cross-region enterprises from both places attended as version 3.0 of the tax service integration program was released.

The 3.0 version rests on three pillars: integrated taxpayer services, coordinated tax and fee collection, and standardized data exchange. It upgrades 12 practical measures, including joint guidance for cross-region compliance filing, coordinated governance of tax and fee arrears across regions, and shared cross-region tax risk models.

A dedicated service station for Shanghai-Zhejiang tax matters serves as a physical hub combining cross-region consultation, agency services and dispute mediation, pushing inter-provincial tax handling toward faster, simpler and more convenient service.

In recent years the two tax bureaus have provided 17,000 cross-region tax and fee services and resolved more than 2,000 tax-related difficulties. Company representatives said one-stop handling of cross-province matters locally has simplified procedures and improved efficiency. Officials said they will continue optimizing coordination to support the unified national market.
