Suqian tax authority uses AI and data governance to manage property and land taxes

The Suqian tax bureau under the State Taxation Administration has rebuilt its property tax and urban land-use tax source management around data governance. It exchanges registration data with natural resources and real estate agencies, pulling in more than 100,000 records, and applies AI to scan online transaction information and sort filings against the 28-digit real estate unit code rules. The effort flagged seven categories of problems and pushed over 4,300 risk alerts to more than 1,600 enterprises. A geo-information system measures actual land occupation, helping identify 124 unregistered tax sources and an estimated 10.34 million yuan of back taxes in 2026. Temporary virtual codes for unregistered properties plus AI matching corrected more than 1,500 legacy data errors, and clarified collective land area of about 12 million square meters added roughly 110 million yuan a year in tax revenue.

Suqian's tax bureau has reworked how it manages property tax and urban land-use tax. It first opened data channels with natural resources and real estate registration departments, obtaining more than 100,000 registration records. It then used AI to match online transaction clues against the 28-digit real estate unit code, flagging seven problem categories including wrongly registered collective land and understated property original value, and sent more than 4,300 risk alerts to over 1,600 enterprises. An electronic map system compares declared area with measured occupation; this year it surfaced 124 unregistered tax sources and an estimated 10.34 million yuan in back taxes. For old buildings without ownership certificates, the bureau worked with the registration department on temporary virtual codes and AI matching, correcting more than 1,500 legacy data errors in bulk. Collective land was also clarified, with about 12 million square meters confirmed as taxable, adding roughly 110 million yuan a year since 2025.
